How should policy-makers decide whether computer education will achieve the particular objectives they have in mind? This study reviews a number of analyses that have already been done and that could and should be reproduced in the specific conditions of each society. We conclude that the impact of computers is controversial enough that such research should be carried out before any large scale investment is committed.
