The purpose of this paper is to add to the growing volume of work which adopts critical stance towards the new media afforded by ICTs. In particular we will analyse the two key determining ‘myths’ which are shaping British government policy educational policy internationally: the one is the irresistible power of globalisation, the other is the determining effect of (neutral) technology .
